Help with the IEP process
The handbook provides a roadmap for the Individualized Education Program (IEP) process. Each part of the IEP process highlights your rights as a parent/ guardian.
The Special Education Local Plan Agency (SELPA) is a free, neutral resource for families navigating special education. Serving 15 school districts and the Contra Costa County Office of Education, SELPA helps parents by:

Reviewing and facilitating IEPs

Offering consultations and training

Supporting communication with schools

Assisting with alternative dispute resolution
SELPA provides guidance and resources as a supportive step before seeking an advocate or attorney. For districts, SELPA offers professional development, mentoring, and dispute resolution support – all to ensure students receive the services they need.

Care Parent Network supports families of children with disabilities in Contra Costa County by providing free information, resources, and advocacy. They help parents navigate education, healthcare, and community services through workshops, support groups, and one-on-one assistance. Services and programs include:
